I can't adjust flame higher.

2 have cleaned all areas where gas comes to burners. Have manually blow through lines from regulator to see if I get air and I do. lights up great but when turn knob to low or high it doesn't change. when I turn knobs for other burners they light up then blow themselfs out. do you think its my regulator
